UPDATE: Reckless Homicide, Aggravated DUI Charges Filed in Crash That Killed 2 Elgin Residents

Multiple reckless homicide and aggravated driving-under-the-influence charges have been filed against a Glendale Heights man after an early morning Wednesday crash in Elgin that killed two Elgin residents.

According to a report by the Elgin Police Department, the Kane County State’s Attorney’s Office has authorized the following charges against Adrian Velasco, 21, of the 500 block of Gregory Ave., Glendale Heights:

Four counts of Aggravated Driving Under the Influence Resulting in Death, a Class 2 felony.
Two counts of Reckless Homicide, a Class 3 felony.
Two counts of Aggravated Driving Under the Influence with No Insurance, a Class 4 felony.
Two Counts of Aggravated Driving Under the Influence Causing Great Bodily Harm, a Class 4 felony.
Multiple traffic offenses.

Velasco will appear today (Friday, March 22, 2019) in Kane County Bond Court.

The Kane County Coroner’s Office on Thursday identified the two victims in the crash: Norieli Villagomez, 26, and Omar Pizano Zavala, 30, both of Elgin.

According to reports, a 2018 Nissan Altima driven by Zavala was waiting to exit a business located at Summit and Dundee, when a 2012 Honda sedan driven by Velasco and traveling west on Summit Street left the roadway and “forcefully struck the Nissan.”

Kane County prosecutors and Elgin police said a passenger was riding in the front seat of Velasco’s Honda and that Velasco was driving west on Summit Street at a speed of about 75 mph in a posted 30 mph zone at the time of the crash.

Zavala, who was a passenger in the vehicle that was struck, was pronounced dead at the scene. Villagomez, who was driving, was taken to a local hospital, where she was pronounced dead a few hours later.

The passenger in Velasco’s vehicle sustained serious injuries.

Velasco appeared Friday in Kane County bond court. Kane County Associate Judge Keith Johnson set Velasco’s bail at $500,000 with 10 percent ($50,000) to apply for bond. Johnson set Velasco’s next court appearance for 9 a.m. March 28, 2019, in Courtroom 319 at the Kane County Judicial Center.
