South Leg of Dugan Road at U.S. 30 in Sugar Grove to Close for a Month
The Illinois Department of Transportation announced today (Oct. 8, 2015) that the south leg of Dugan Road at the intersection with U.S. 30 will be closed beginning, weather permitting, Oct. 16.
A detour will be posted utilizing Illinois 47 and Jericho Road to access Dugan Road.
The closure is expected to remain place until late November.
The closure is part of the ongoing intersection improvements being made at U.S. 30 and Dugan Road. That project is slated to end in January. IDOT had been working on the north leg of Dugan at U.S. 30 since mid-August.
Motorists can expect delays and should allow extra time for trips through this area. Drivers are urged to pay close attention to flaggers and signs in the work zones, obey the posted speed limits and be on the alert for workers and equipment.

About the Project
The Illinois Department of Transportation (Department) has initiated preliminary engineering and environmental (Phase I) studies to identify potential improvements to the U.S. 30 corridor between IL 47 on the east and Dugan Road on the west. The U.S. 30 Project is incorporating the principles of Context Sensitive Solutions (CSS), designed to engage all project stakeholders in the development of cost effective transportation facilities. A Community Advisory Group (CAG), consisting of local government officials, property owners, key stakeholders, residents, and business community representatives, is being formed to serve in an advisory role throughout the Phase I study process. The CAG will assist with the identification of transportation needs as well as the development and evaluation of alternatives.
Project Area
The U.S. 30 project area is located in the Village of Sugar Grove. The roadway is currently constrained by the Aurora Municipal Airport to the north and the Burlington Northern Santa Fe Railroad, airport, commercial, agricultural, and residential properties to the south. Overall, the project area contains a mixture of commercial, institutional, agricultural, and residential land uses as well as vacant property.
Project Limits
The U.S. 30 corridor project is approximately 2.6 miles in length with an eastern terminus at IL 47 and a western terminus at Dugan Road. The two side streets that intersect U.S. 30, Veterans Memorial Parkway and Municipal Drive, have project limits extending 750 feet along each segment. The two intersections at the west portion of the Project have been advanced from the overall project study, with the intersection of Dugan Road and Granart Road being undertaken by the Village of Sugar Grove, and the intersection of Dugan Road and U.S. 30 being expedited by the Department. The results of these two advanced studies will be reflected in the overall Phase I study for the Project.
Project Development Process
Step One – Existing Conditions
This stage of the project development process includes an analysis of existing conditions in the study area that borders the U.S. 30 corridor, the identification of stakeholders, and the development of the Stakeholder Involvement Plan. This stage also involves the creation of a Community Advisory Group (CAG); hosting CAG meetings to introduce the project and to identify study area issues/concerns; and the development of the project Problem Statement and Purpose and Need.
Step Two – Project Alternatives
This stage of the project consists of the identification and refinement of project alternatives. The goal of this step will be to select alternatives suitable to meet project and stakeholder goals that were identified in Step One. CAG meetings and a public open house meeting will be hosted to gain input on the development and analysis of project alternatives.
Step Three – Final Alternative
The process will continue with the identification and general understanding of agreement of the preferred design alternative. This alternative will be presented initially at the last CAG meeting and then at a public open house meeting to solicit additional stakeholder feedback.
Project Study Group
The Project Study Group (PSG) consists of representatives from the Illinois Department of Transportation (IDOT), Federal Highway Administration (FHWA), the project consultant team and other technical agencies, as appropriate. The membership of the PSG may evolve as the understanding of the project’s context is clarified.
The PSG has primary responsibility for the project development process. This group will meet throughout the study process to provide oversight and expertise in key areas including study process, agency procedures and standards, and technical approaches.
Other responsibilities of the PSG include the following:
- Expediting the project development process.
- Identifying and resolving project development issues.
- Promoting partnership with stakeholders to address identified project needs.
- Working to develop a general understanding of agreement among stakeholders.
The PSG will make the ultimate project recommendations and decisions on this project.
