5 Referendums on the March 15 Ballot

There are five referendums on the ballot in Kane County, as of Jan. 19, 2016.

They affect the communities of Algonquin, Lake in the Hills, Burlington, Elburn, Sleepy Hollow and Dundee. A list of those referendums is below.

Kane County, of course, has two separate election commissions: The Aurora Election Commission, which handles voting in Aurora, IL, and the rest of Kane County, which falls under the Kane County Clerk’s Office. As of today (Jan. 19), the AEC has not posted a sample ballot on its webpage, but you can find a list of Republican and Democrat candidates as well as a list of upcoming referendums on the Kane County Clerk’s Office Election webpages at www.kanecountyelections.org.

Algonquin-Lake In The Hills Fire Protection District

Proposition to Create a New Tax Rate for Emergency and Rescue Fund Purposes

Shall the Algonquin-Lake in the Hills Fire Protection District, Kane and McHenry Counties, Illinois, be authorized to levy a new tax for emergency and rescue crews and equipment purposes and have an additional tax of .10% of the equalized assessed value of the taxable property therein extended for such purposes?

(1) The approximate amount of taxes extendable at the most recently extended limiting rate is $8,861,489, and the approximate amount of taxes extendable if the proposition is approved is $9,758,419.

(2) For the 2016 levy year the approximate amount of the additional tax extendable against property containing a single family residence and having a fair market value at the time of the referendum of $100,000 is estimated to be $33.33.

Burlington Community Fire Protection District

A Public Question to Levy a New Tax for Tort Liability Purposes

Shall the Burlington Community Fire Protection District, Kane and DeKalb Counties, Illinois, be authorized to levy a new tax for tort liability purposes and have an additional tax of .145% of the equalized assessed value of the taxable property therein extended for such purposes?

(1) The approximate amount of taxes extendable at the most recently extended limiting rate is $587,312, and the approximate amount of taxes extendable if the proposition is approved is $689,411.

(2) For the 2016 levy year the approximate amount of the additional tax extendable against property containing a single family residence and having a fair market value at the time of the referendum of $100,000 is estimated to be $48.33.

A Non-Home Rule Municipal Retailers’ Occupation Tax and a Non-Home Rule Municipal Service Occupation Tax

“Shall the Village of Elburn impose a Non-Home Rule Municipal Retailers’ Occupation Tax and Non-Home Rule Municipal Service Occupation Tax (commonly referred to as a “municipal sales tax”) at the rate of 1% in increments of 0.25% for expenditure on public infrastructure and for property tax relief in accordance with and subject to the provisions of Section 8-11-1.3 and 8-11-1.4 of the Illinois Municipal Code (65 ILCS 5/8-11-1.3 and 65 ILCS 5/8-11-1.4)?”

Village of Sleepy Hollow

To Increase the Village’s Limiting Rate Under the Property Tax Extension Limitation Law for Municipal Purposes for Levy Year 2016

Shall the limiting rate under the Property Tax Extension Limitation Law for the Village of Sleepy Hollow, Kane County, Illinois, be increased by an additional amount equal to 0.198521% above the limiting rate for municipal purposes for levy year 2016 and be equal to 0.809311% of the equalized assessed value of the taxable property therein for levy year 2016?

1) The approximate amount of taxes extendable at the most recently extended limiting rate is $553,805 and the approximate amount of taxes extendable therefore if the proposition is approved is $733,805.

2) For the 2016 levy year the approximate amount of the additional tax extendable against property containing a single family residence and having a fair market value at the time of the referendum of $100,000 is estimated to be $66.00.

3) If the proposition is approved, the aggregate extension for 2016 will be determined by the limiting rate set forth in the proposition, rather than the otherwise applicable limiting rate calculated under the provisions of the Property Tax Extension Limitation Law (commonly known as the “Property Tax Cap Law”).

An advisory referendum regarding the Longmeadow Toll Way on the ballot.

Shall officials in municipalities in Dundee Township including Carpentersville, West Dundee, East Dundee, Sleepy Hollow, Algonquin, and Barrington Hills oppose the $100,000,000 Longmeadow Toll Way that bisects the Brunner public forest preserve, due to air, noise, and water pollution and negative impacts to property values?
