Kane’s 3 Legislative Initiatives of 2016: Juror Fees, Investment Income, MFT Funds
Kane County’s second annual Legislative Breakfast was much like the first — well-attended and well-focused.
The purpose of the meeting, held Monday, Feb. 22, was to bring state and federal legislators together with Kane County board members and staff to focus on initiatives important to the county, as well as to get legislators’ perspectives and updates on what’s happening in Washington and Springfield.
The meeting was hosted by Kane County Board Legislative Committee Co-Chairs Brian Pollock and Susan Starrett.
In attendance Monday was a Who’s Who of legislators or their representatives, including:
- Greg Bales, suburban outreach coordinator for U.S. Sen. Dick Durbin, D-IL
- Kitty Weiner, director of outreach for U.S. Sen. Mark Kirk, R-IL
- Marina Faz-Huppert, district director for U.S. Rep. Tammy Duckworth, D-Hoffman Estates

- Beth Goncher, deputy district director for U.S. Rep. Randy Hultgren, R-Plano

“I was thrilled with the attendance,” Pollock said after the meeting. “It shows that legislators appreciate what we do, and we appreciate what they do for us. I’m also glad they supported our agenda. Each year, we try to set realistic goals for legislation we want to get done and can get done.”
The three initiatives for 2016 involve rolling back the unfunded mandate of juror fees, finding new revenue sources by improving investment yields and making sure local units of government get their share motor fuel taxes — and that those MFT funds are paid on time. Here’s a quick summary of each goal:
Juror Fees: SB 2641
- About the Bill: Addresses the unfunded mandate of increased juror fees passed in November 2014 (98-981132) by reducing costs and providing credit to counties for meals and transportation expenses.
- Reason to Support: Would save Kane County more than $250,000 annually.
- Status: Bill passed unanimously in the Senate in May 2015 but was not called to the House.
Investment Income: HB 2636
- About the Bill: Allows counties to increase investment yield in certain types of investments by extending the maximum term from nine months to three years.
- Reason to Support: Would allow Kane County to generate an estimated $250,000 to $300,000 annually.
- Status: Bill passed unanimously in the Senate in May 2015 but was not called in the House.
Motor Fuel Tax: HB 5528
- About the Bill: Classifies payments of Motor Fuel Tax money to counties and road districts as an irrevocable and continuing appropriation.
- Reason to Support: Allows Kane County to receive its share of MFT money on time; Prevents delays in transportation projects and road maintenance.
- Larger Goal: Make all non-Government Revenue Fund allocations into continuing appropriations. Non-GRF allocations include federal pass-through funds, 911 funds and other special revenue funds not affecting the state budget.
