Once the traffic signal is in place, in mid-April both the ramp carrying traffic from southbound Illinois Route 31 to eastbound I-90 and the ramp carrying traffic from eastbound I-90 to northbound Illinois Route 31 will be closed for reconstruction. While the ramps are being rebuilt, traffic will be rerouted within the interchange to provide continued access throughout construction.

In addition, traffic shifts will be put in place on ramps carrying traffic from eastbound I-90 to southbound Illinois Route 31 and from northbound Illinois Route 31 to eastbound I-90. Traffic will be shifted onto temporary pavement for construction and will remain open to traffic.

Electronic message signs and directional signs will be put in place to alert drivers in advance of the closures and new traffic routes.

Lane closures on Illinois Route 31 between Davis Road and Airport Road will be scheduled daily between 9 a.m. and 3 p.m. One lane will remain open in both directions at all times.

All bridges and ramp movements at the Illinois Route 31 Interchange will remain open to traffic throughout the project.

The Illinois Route 31 Interchange Project is being coordinated with Kane County, the city of Elgin and the Illinois Department of Transportation, along with local police and fire departments. Up to 21,000 vehicles use the existing interchange daily.

Illinois Route 31 Interchange Project

The Illinois Route 31 Interchange Project includes reconstruction of the bridges carrying I-90 over Illinois Route 31 and eight interchange ramps to accommodate the I-90 Rebuilding and Widening Project and to improve traffic flow. The Illinois Route 31 Bridge and ramps were constructed as part of the original Tollway system in the 1950s.

The $19 million Illinois Route 31 Interchange Project is funded by the Illinois Tollway’s 15-year, $12 billion capital program, Move Illinois: The Illinois Tollway Driving the Future.

Work Zone Safety

A 45 mph work zone speed limit is in effect on both Illinois Route 31 and on I-90. Construction zone speed limits are in effect in all construction zones 24/7 and drivers should continue to watch for changing traffic patterns and use caution, especially when workers are present.

Illinois State Police have zero tolerance for drivers speeding in work zones. The minimum penalty for speeding in a work zone is $375. Posted signs advise drivers of a $10,000 fine and a 14-year jail sentence for hitting a roadway worker.
