Elgin City Manager Sean Stegall Leaving to Serve as CEO, Town of Cary, NC

Elgin City Manager Sean R. Stegall announced last week that he will be leaving Elgin to serve as town manager and chief executive officer for the Town of Cary, NC.

Stegall has served the Elgin community for nearly 16 years; nine as assistant city manager and seven as city manager.

Sean Stegal Elgin“Sean has done an outstanding job during his time with the city,” said Mayor David Kaptain. “Sean’s strength — and perhaps greatest contribution to the community — is his focus on building strong foundations. We’ve seen that in his extensive work to ensure Elgin’s budget and financial plan are responsive and adapt with the changing needs of the community. I have also watched his skills and relationships with employees, City Council and community partners grow to the point that he excels. Sean’s leadership and cultivation of great talent has positioned Elgin for sustained growth and success. I wish him well, but at the same time feel the loss for our city.”

During Stegall’s tenure, the city of Elgin experienced both extraordinary growth following the opening of the riverboat and extraordinary financial challenges following the Great Recession. Yet, through these turbulent times, the city sustained its AAA bond rating and adapted its business model to improve efficiency, enhance service delivery and build talent for the future.

“I am most proud of the innovative, collaborative culture we have created in the organization, which has allowed us to adapt and thrive through unprecedented challenges,” said Stegall. “Elgin is a leader in creating the local government of the future; one that embraces technology to connect and empower the council, staff and citizens to drive progress.”

Stegall led the city in the development of its first comprehensive strategic plan, which connected the city’s annual budget and five-year financial plan with the community’s vision to become “the City in the Suburbs.” Stegall was the catalyst for Elgin’s 311 Citizen Contact Center, the key driver for the city’s performance improvement and citizen engagement strategies which continue to receive national attention.

“I have had the opportunity to work with incredibly talented people on many meaningful projects,” said Stegall. “The city of Elgin is positioned for long-term success due to the robust pool of talent we have developed.”

Stegall begins his new role in Cary, NC, on Aug. 4.

“The mayor and City Council, my colleagues and the community have been very good to me, and I will be forever grateful,” he said.
