The Kane County Sheriff’s Office has secured charges against a 37-year-old man for his role in a July 7 crash on IL Route 64 that took the life of a 74-year-old St. Charles woman.

According to a Sheriff’s Office release, the Kane County State’s Attorney’s Office has approved charges of aggravated DUI for the use of cannabis and failure to reduce speed to avoid an accident against Mark Vogtman of Sugar Grove.

On July 7, 2016, sheriff’s deputies and Campton Hills police were dispatched at around 3:45 p.m. to a traffic crash with injuries on IL Route 64 west of Peck Road in unincorporated St Charles Township.

The initial investigation indicated that a Mitsubishi Outlander driven by Chloe White, 20, of Elgin was traveling east on Route 64 and stopped behind an unknown vehicle that was waiting to turn north onto Cibis Road, and a Toyota Highlander driven by Janice Willenborg, 74, of St. Charles was stopped behind the Mitsubishi.

A Chevy Silverado pickup driven by Vogtman, also traveling east on Route 64, struck the rear of Willenborg’s Toyota. The Toyota then went into the westbound lane of Route 64, where it was struck by a Freightliner semi-tractor truck driven by Robert Duff, 55, of Rockdale, IL.

Willenborg was transported to Delnor Hospital, where she was later pronounced deceased.  White and Duff were transported to Delnor Hospital with apparent minor injuries. Vogtman was uninjured.

Route 64 was closed between Peck Road and Arbor Creek Road until about 7 p.m. while the crash was investigated.

Vogtman was taken into custody by sheriff’s deputies on May 4, then taken to the Kane County Adult Justice Center.  He posted 10 percent of his $30,000 bond and was released that day.  His initial court appearance is 9 a.m. Thursday, May 18, 2017, in Courtroom 319 at the Kane County Judicial Center.

The charges against Vogtman are not proof of guilt.  A defendant is presumed innocent and is entitled to a fair trial in which it is the state’s burden to prove his or her guilt beyond a reasonable doubt.
