Two Chicago men have been charged in Sunday’s fatal shooting of two Elgin men in the area of the Garden Quarter Apartments complex, thanks in part to the quick response of community members who contacted 9-1-1.

According to an Elgin Police Department news release and Facebook post, police responded at around 2:08 p.m. Sunday, April 29, to a shooting investigation in which two people were reportedly struck by gunfire.

Upon arrival, officers found two subjects suffering from gunshot wounds. One victim, identified as Mark McDaniel, 26-years-old of the 1000 block of Todd Farm, Elgin, was taken to Presence St. Joseph’s Hospital after which he was transferred to Good Samaritan Hospital, where he was pronounced deceased. The second victim, identified as Raymond Dyson, 29-years-old of the 0-100 block of Dumbarton Oaks Place, Elgin, was taken to Advocate Sherman Hospital and subsequently transferred to Lutheran General, where he was pronounced deceased.

Within about 20 minutes of the shooting, patrol officers located two subjects matching the description of the possible offenders. Detectives from the Major Investigations Division responded and conducted a thorough investigation.

Subsequently, both subjects, identified as Lee Spain, 32, of the 8000 block of South Ellis Street, Chicago, and Travaris Stevenson, 22, of the 5000 block of West Congress Parkway, Chicago, were detained.

On May 1, 2018, the facts of the case were reviewed by the Kane County State’s Attorney’s Office and the following charges were authorized for each:

Travaris Stevenson:

• eight counts of First Degree Murder – Class M felony
• one count of Unlawful Possession of Cannabis with Intent to Deliver – Class 3 felony
• one count of Unlawful Possession of Cannabis – Class 4 felony.

Lee Spain:

• 4 counts of First Degree Murder – Class M felony
• 1 count of Unlawful Possession of Cannabis with Intent to Deliver – Class 3 felony
• 1 count of Unlawful Possession of Cannabis – Class 4 felony

Both subjects will appear in Kane County bond court today (May 2, 2018).

“The arrest of Mr. Spain and Mr. Stevenson are a direct result of people in our community becoming immediately involved by notifying 9-1-1 and providing statements as to what they saw and heard,” said Elgin Police Department Deputy Chief Bill Wolf. “Because of their information, officers were able to quickly apprehend subjects that matched those descriptions.

“The investigation took a significant effort on multiple fronts by the dedicated men and women of the department,” he added. “Detectives and other officers conducted comprehensive follow-up that solidified the ability to charge both individuals. We hope the arrests help to begin the healing process for the families of the victims, and the Elgin community.”
