Parking Lot at Judicial Center To Get Makeover, Starting June 18

Now that the 16th Circuit Court probation officers and youth counselors strike is over, work is expected to begin next week on repaving of the Kane County Judicial Center parking lot.

Parking at the Judicial Center, located at 37W777 IL Route 38 in St. Charles, will be limited during the course of the $795,397 project, which is expected to be completed by Aug. 3, weather permitting.

The Judicial Center campus includes the Kane County Sheriff’s Office, the Adult Justice Center and the Juvenile Justice Center buildings.

Kane County Executive Director Of Building Management Don Biggs said work will be completed in phases. (See the map below.) Portions of campus parking that are under construction will be blocked off, and motorists will be directed to other parts of the Judicial Center campus, Biggs said.

The project originally had budgeted to take place over three years: $645,000 in FY 2018, $400,000 from the estimated budget in FY 2019 and $175,000 from the estimated budget in FY 2020, for a total of $1.2 million. The work is now scheduled to be done in one year.

“By doing the project in one year instead of three phases, the county will save at least $424,000,” Biggs said at a County Board meeting back in February.

“This way, we’ll (save money and) reduce the impact on the employees who work at the Judicial Center and the citizens who visit there.”

The lowest responsive and responsible bidder for the project was Brothers Asphalt Paving, Inc, of Addison for a total base bid of $236,922 and eight alternates for a total of $425,908.

RESOLUTION NO. 18 – 20

AUTHORIZING A CONTRACT FOR KANE COUNTY JUDICIAL CENTER PARKING LOT IMPROVEMENTS PROJECT

WHEREAS, bids have been solicited for the Kane County Judicial Center Parking Lot Improvement Project (Bid #03-018) at the Judicial Center Facility, 37W777 Route 38, St Charles, IL 60175. A total of 11 bids were received and opened publicly on December 5, 2017; and

WHEREAS, the lowest responsive and responsible bidder, as per bid documents and specifications, was Brothers Asphalt Paving, Inc, 315 S Stewart Avenue, Addison, IL 60101; and

WHEREAS, the Base Bid was for $236,922.00 and the following selected Alternates:

  • Voluntary Alternate – Main Drive Resurfacing
  • Alternate #1A – Crack & Seal
  • Alternate #2, Phase #1A – Full Depth Removal
  • Alternate #2, Phase #1B – Lime Stabilizer
  • Alternate #2, Phase #2A – Full Depth Removal
  • Alternate #2, Phase #2B – Lime Stabilizer
  • Alternate #2, Phase #2D – Temporary Drive
  • Alternate #2, Phase #2E – Temporary Striping

for a combined Grand Sum Total of $662,830.56; and

WHEREAS, the total project cost will also include a 20% contingency in the amount of $132,566 for a total project cost of $795,396.56; and

WHEREAS, the contingency amount will be held by Kane County and is not part of the contract; and

WHEREAS, appropriate funds have been budgeted and are available in the FY2018 budget.

NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that the Chairman is hereby authorized to execute a contract for the Kane County Judicial Center Parking Lot Improvement Project to Brothers Asphalt Paving, Inc, Addison, IL, for a Base Bid of Two Hundred Thirty-six Thousand, Nine Hundred and Twenty-Two Dollars ($236,922.00) and Eight (8) Alternates for the sum of Four Hundred Twenty-Five Thousand, Nine Hundred and Nine dollars ($425,909.00), for a total cost of Six Hundred, Sixty-Two Thousand, Eight Hundred and Thirty-One Dollars ($662,831.00). In addition, a twenty percent (20%) project contingency of One Hundred Thirty-Two Thousand, Five Hundred and Sixty-Six Dollars ($132,566.00), for a total project cost of Seven Hundred Ninety-Five Thousand, Three Hundred and Ninety-Seven Dollars ($795,397.00)
