An Elgin man has been convicted for shooting 20-year-old Devonte Turner as he sat in a car in an apartment complex parking lot in April 2015, killing him.

A Kane County jury on Wednesday, Sept. 11, 2019, found 32-year-old William M. Ingram guilty of the offense of first-degree murder. In addition, the jury found that Ingram personally discharged the gun used to kill Turner, which means Ingram faces a mandatory 25-year sentencing enhancement.

Kane County State’s Attorney Joe McMahon said he hopes the verdict provides a measure of comfort for Devonte Turner’s loved ones.

“Mr. Ingram violently and intentionally ended a young man’s life, and now he must pay a steep price, possibly facing imprisonment for the rest of his life,” McMahon said.

Kane County Assistant State’s Attorneys Greg Sams and Joe Gay presented evidence that on April 30, 2015, Turner was seated in the front passenger seat of his friend’s car in a parking lot in the 1200 block of Fleetwood Drive, on Elgin’s west side.

The friend was driving. Ingram snuck up behind the car and fired seven shots from a  .40-caliber handgun at Turner through the back window. Two bullets struck Turner, one in the back of the head.

Turner’s friend immediately drove off and called for help. Turner died later at a hospital.

Prosecutors believe Ingram mistook Turner for someone else.

Kane County Associate Judge Charles E. Petersen set Ingram’s next court appearance for 1:30 p.m. Nov. 15, 2019, in Courtroom 305 at the Kane County Judicial Center for motions and sentencing. Ingram faces a sentence of between
45 and 85 years’ imprisonment in the Illinois Department of Corrections.

Ingram remains in custody at the Kane County jail, where he has been held in lieu of $4 million bail since his arrest. Petersen revoked bond upon conviction.

Joe McMahon thanked Sams and Gay, as well as the Elgin Police Department for their hard work in this case.
