An Elgin police investigation has resulted in criminal charges against a man for allegedly disseminating multiple videos depicting young children being sexually abused and tortured.

Kane County State’s Attorney Joe McMahon has charged 20-year-old David C. Vogt with the offenses of:

• Reproducing child pornography, a Class X felony, five counts.
• Possessing child pornography, a Class 2 felony, five counts.

Kane County prosecutors allege in charging documents that on June 13, 2019, Vogt disseminated five videos by his computer of children younger than 13 engaged in abusive and sexual activities with an adult.

According to Elgin police, a detective discovered the videos allegedly being downloaded from Vogt’s computer. Each of the videos allegedly depicts a child, possibly as young as 2 years old, being subject to abuse, torture and sexual contact by an adult.

Vogt appeared Oct. 25 in Kane County bond court. Kane County Judge Keith Johnson set Vogt’s bail at $500,000, with 10 percent ($50,000) to apply for bond. If Vogt posts bond he is to have no contact with anyone younger than 18, he is prohibited from using the Internet and he must surrender his passport.

Johnson set Vogt’s next court appearance for 9 a.m. Nov. 1, 2019, in Courtroom 313 at the Kane County Judicial Center.

If convicted of all of the Class X felonies, Vogt could face a sentence of as many as 150 years’ imprisonment in the Illinois Department of Corrections.

In addition to the prison term, Vogt must register for life as a sexual offender in accordance with the Illinois Sexual Offender Registration Act.

The charges against Vogt are not proof of guilt. Vogt is presumed innocent and is entitled to a fair trial in which it is the state’s burden to prove guilt beyond a reasonable doubt.
