Ellizabeth Flood To Replace Robert Spence as 16th Circuit Judge
Kane County 16th Circuit Court Associate Judge Elizabeth Flood has been appointed circuit judge to fill the vacancy created when Justice Robert B. Spence resigned to run for Kane County state’s attorney.
According to a 16th Circuit Court news release, Flood was appointed as circuit judge by a unanimous vote of the Illinois Supreme Court.
Flood was appointed as an associate judge in 2013, and has served in traffic/misdemeanor courtrooms, as a special assignment judge, and in the family division for the past four years. She is a frequent presenter at schools on behalf of the Illinois Judiciary on the topic of internet safety and the responsible use of social media.
Flood, 49, was raised in Elgin and is a graduate of Larkin High School. She earned a bachelor’s degree in finance from the University of Illinois College of Commerce and graduated with honors from the University of Illinois College of Law.
After graduating law school, Flood worked as an assistant state’s attorney in the Kane County State’s Attorney’s Office, first for seven years in the criminal division, where she prosecuted in every criminal and juvenile courtroom, and then for 10 years in the civil division, where she represented the county and its officials in state, federal, and appellate courts.
Flood has spent a total of 24 years in public service in the courtrooms of Kane County. She lives in St. Charles with her husband of 24 years and two children.
According to the Daily Herald and other local media reports, Spence, 64, of Batavia, is seeking the Republican nomination for Kane County state’s attorney, while two candidates, Junaid Afeef, 50, of Elgin, and former prosecutor Jamie Mosser of Campton Hills are seeking the Democratic nomination.
Kane County State’s Attorney Joe McMahon, a Republican who has held the job since 2010, announced in July that he would not run for re-election.
