SAO: Montgomery Woman Charged With 3rd Drunken Driving Offense

A Montgomery woman faces felony DUI charges for her alleged third drunken driving offense that occurred early Nov. 29, 2019.

Larichard C. Starks, 43, is charged with the offenses of:

  • Aggravated DUI — third violation, a Class 2 felony.
  • Aggravated DUI — BAC .16 or higher, a Class 2 felony.
  • Aggravated DUI — license suspended or revoked, aClass 4 felony, two counts.

Kane County State’s Attorney Joe McMahon and Aurora Chief of Police Kristen Ziman announce the charges.

Kane County prosecutors allege that at about 12:45 a.m. Nov. 29, 2019, Starks was driving south on Elmwood Avenue when an Aurora officer saw her commit a traffic violation. After the officer stopped Starks, the officer noted multiple signs of impairment and placed Starks under arrest.

At the Aurora Police Department, Starks submitted a blood-alcohol concentration sample of .212.

Starks appeared Nov. 29, 2019, in Kane County bond court. Kane County Associate Judge Julia Yetter set Starks’ bail at $20,000, with 10 percent ($2,000) to apply for bond.

Yetter set Starks’ next court appearance for 9 a.m. Dec. 4, 2019, in Courtroom 217 at the Kane County Judicial Center.

In setting the bail amount, Yetter referenced Starks’ lengthy criminal history, which includes offenses such as driving on a suspended license, obstructing justice, disorderly conduct, criminal damage to property, battery and theft, along with the two prior DUIs.

The charges against Starks are not proof of guilt. Starks is presumed innocent and is entitled to a fair trial in which it is the state’s burden to prove guilt beyond a reasonable doubt.
